SC Blacklist Fusion Mod Prevents Game From Booting

Hey, I've recently gotten back into Splinter Cell Blacklist and wanted to mod my game. I've purchased SC through Steam, done all of the boot changes to prevent crashing, and modified my video settings for better performance.

For quick context if needed...

• My game directory is C:\Program Files (x86)\Steam\steamapps\common\Tom Clancy's Splinter Cell Blacklist
• Any settings for Blacklist are found C:\Users\quinn\OneDrive\Documents\Ubisoft\Blacklist
• Ubisoft Launcher is found at C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher

I've already installed some mods that all work together...

• Balaclava
• Blacklist ini umd
• Skip Intro
• DLC Unlock Save

The game runs perfectly fine with these mods, with no crashes. The game runs perfectly fine without these mods as well. Whenever I try to use the Blacklist Fusion Mod, the game won't even boot to the main screen. I'll permit the game to launch, Ubisoft Uplay will close as if booting, then will reopen and flash red in my taskbar. Note, whenever I have a successful launch of SC, I'll get the Ubisoft pop-up for my password and/or the little launch window, which shows Ubisoft's popular characters. I've tried installing Fusion by itself with no other mods, but the problem persists. This has become a few days of troubleshooting for me, I really would like Fusion to work as it is a prerequisite for using Blacklist Revived.

I'm not sure how I can help, it works fine on my end with steam version.

I've already installed some mods that all work together...

If you install mods that do the same things, Fusion Mod might not be compatible with that.

I've tried it on two separate installs by itself, and it's the same issue. Once the files are removed from the directory, the game will boot perfectly fine. Maybe I'm messing something up with extracting the files to the directory folder? A compatibility issue with how I'm booting the game, I'm running SC in Compatibility Mode for Windows 7 from Windows 11.
