Publish newer releases to Bazel Central Registry

We currently consume bazel-diff as a Bazel module, sourcing it from the Bazel Central Registry: https://registry.bazel.build/modules/bazel-diff

It looks like the only versions published to the central registry are:

• 8.0.1
• 7.3.0
• 7.2.14

We would like to update to at least version 8.0.2 in order to take the fix for excluding external targets when using --noenable_workspace. Can we get this version (and ideally others, although many look like attempts to get BCR working...) published to the central registry? We can workaround this for now by using the released jar directly, but would prefer to consume as a proper Bazel module.
