Here's the code for it, in PulseSpigot:

         double rangeFactor = (double) this.getKnockbackModifier("range-factor", false).getValue();
         double maxRangeReduction = (double) this.getKnockbackModifier("max-range-reduction", false).getValue();
 
         if (distance >= startRangeReduction){
             return Math.min((distance - startRangeReduction) * rangeFactor, maxRangeReduction);
         }

Then, you just add - rangeReduction(distance) to the horizontal velocity code.
