Empty requirements file

The requirements txt file of the project is still empty after few years of development. When I install newest versions of PyQT and other required packages the code obviously isn't working cuz those packages have evolved and lots of features became obsolete and deprecated.
At least what version of PyQT should I install to get this code working?
