Allow users to mark test/development processes

Add a way for user to mark an in-development process, so that it can be excluded from system monitoring.

Ideas:

• add a boolean flag, mark all new processes and allow system administrator to define a default value
• add process tags and allow system administrator to define a default set of tags for new processes
