Doesn't actually work on Win32s

Perhaps there is a version of this that works on windows 3.11, but the current release is broken it says

                              Win32s - Error

The procedure entry point "GetSystemTimeAsFileTime" could
not be located in the Dynamic Link Library
"w32scomb.dll"

Is there some version I can download that actually works on Win32s?
What is the point of this fork if it doesn't work on Win32s?

GetSystemTimeAsFileTime is unresolved on win32s 1.25a, but present on version 1.30c. I think you are using the former, while 1.30c is required.

some APIs can be "downgraded" to make it work on Win32s 1.25 OLE2 (with proper win32s' comctl32.dll from sightly newer version in https://archive.org/download/win32s/win32s-1.30-build-140-beta.7z):
