Upgrade ginepro 0.8.2 -> 0.9.3 and fix Cargo.lock

0.8.2 required tonic 0.12.x and tower 0.4.x, pulling in old duplicate
versions alongside the project's tonic 0.13 and tower 0.5. 0.9.3 targets
tonic 0.13 and tower 0.5 directly, eliminating the conflicts. Also
regenerates Cargo.lock starting from main's pinned versions to avoid
unintended upgrades of hyper-rustls and reqwest-middleware.
