Disable CI pipeline for the gh-pages and tram-one-example branches

## Summary
There are two branches, `gh-pages` and `tram-one-example` which are unique, and shouldn't have the standard CI workflow. We should configure the circleci config such that when these branch names are encountered we should not attempt to run any of the standard steps.
