Tribler 8.2.3 (64bit) fails to load WEB UI on Windows 8.1 (Opera 95.0.4635.90) from time to time (mostly, TBH)

Tribler 8.2.3 fails to load WEB UI (blank browser window) on Windows 8.1 (Opera 95.0.4635.90) from time to time. Sometimes it still starts immediately after turning the comp ON (only), but it is never possible to restart it after closing the app and/or closing/restarting the browser. The issue persists in other browser (Chrome, Yandex).

This might be the same root cause as #8809. You could try the solution provided there:

Aha, I found a solution to my issue. Turns out Windows reset its firewall settings for reasons known only to Microsoft and Tribler had two entries, one of which was not allowed. I allowed both through the firewall, restarted Tribler, then did a force reload of the page with disabled cache, and it loaded.

Windows 8.1 reached its end of life on January 10, 2023, Tribler should refuse to run on such old systems to incentivize responsible security practice.
