can't download anonymously

Per #8807 , in Québec / Canada, I cannot download anonymously. Also the pre-release 8.3.0 gives a blank web UI.

I think within an hour or two the database would be updated, so how were you not able to connect? There might be another issue plaguing it

I'll close this issue and we'll keep track of the anonymous downloading outage (and our fixes) in #8798 and the blank web UI in #8818 and #8809.
