Add setCurrent button on "Enter testing" workflow panel

• SetCurrent as a pre-req for entering testing mode.

• JS: Possibly a display function on the enter test mode page, that notes that the election you are working on isn't presently the current election and you can't enter test mode until after you set this one as current.
