Question: Difference between "exclusions" and "excluded_routes"

What is the difference between top-level parameter "exclusions" and listener parameter "excluded_routes"? As I see in "excluded_routes" it is possible to use only IP/Net, while in "exclusions" it is possible to use IP/Net and domains+wildcards. When I should use one and when another?
