Cannot interact directly with the scrollbar with settings open

Issue Summary

There are some scrolling issues in the settings section of the admin panel. All testing on Windows 11, Chrome version 140.0.7339.208

All of this is for /ghost/#/settings - the regular /ghost dashboard is ok.

The main content area has a visible scrollbar on the right side, but that scrollbar is not interactable. I can only scroll with the mouse wheel.

The left content area has no scrollbar visible. (Again, the mouse wheel works.)

It should be possible to scroll by grabbing and dragging a scrollbar, in both cases.

Steps to Reproduce

Open /ghost/#/settings on Windows 11 with Chrome and attempt to scroll without the mousewheel.
