Use DC-Charger Running State and Alarm Code Registers.

Sigenergy Modbus Protocol 2.8 has DC-Charger Running State (31513) and DC-Charger Alarm code documented (31609). This could be implemented to provide real-time data on the status of the DC-Charger and allow automations to react accordingly.

I'm reasonably new to contributing and collaborating in open source projects like this (we all start somewhere I guess so thanks for your patience and support) but I'm more than happy to see how these can be implemented and report back.

@BaggyG-AU can you point people to where a copy of Mdbus Definitions v2.8 is available ? The SIG website is rather lacking in regards making this available :-(

After an extraordinary amount of time getting trying to get these registered and probed I come up with:

So I'm thinking my current firmware version may not support them maybe. I've reached out to Sigenergy again to see if they can help.

For reference I have a Sigenstor EC 10.0 TP with the EVDC 25 Charger module so as far as I can see, these register should be working.

I think I will increase version to 1.2 for this as it removes some parameters.

I will probably begin working on it the week after next. Am working away from home next week.
