runc not compatible with docker

Currently our installation of docker clashes with runc, buildah, and podman. So I've had to manually run

```
yum remove runc buildah podman
```

prior to running ansible

PR to sort this out properly is open https://github.com/docker/containerd-packaging/pull/231 but not merged yet

Should we add the remove into our ansible playbook?
