Rename Cross Compile Toolchains

Description of the task

Our toolchains have some very confusing names due to the various versions, OS', and architectures we support. To reduce confusion in the codebase, we should rename these to be more consistent. See #3459 (comment)

In #3619, I renamed our cross compilation toolchain to k8_aarch64_linux_gcc, but now when I think about it more it could be more clear still. @Andrewyx @itsarune what do you think?
