Handling Default Behavior of the "Enter" Key in "Edit Program" form.

Since we are using the token field feature in the "Career Paths" section, each token can be added by pressing "Enter" or "Tab." However, the "Enter" key event can sometimes cause issues because all the fields are within a form. Pressing the "Enter" key could trigger the next available submit button. To address this issue, we may need to prevent the default behavior of this event.
