Game crashes on launch with "Fatal Error"

Does this with no mods installed

To reproduce
Steps to reproduce the behavior:

1. Launch game
2. Attempt UHT Dump
3. See error in log

Expected behavior
Game to launch and run

no dmp file made only log

Additional context
Tried various version of UE4SS all with same result. Guessing it has to do with v1.7.1
