SUEWS `dectreeh` and `evetreeh` must be consistent with SPARTACUS `veg_frac`

A validation rule to guarantee that SUEWS dectreeh and evetreeh are consistent with the vertical layer SPARTACUS veg_frac is missing at the moment. We need to check that these quantities are consistent (i.e. veg_frac must be populated up until where max between dectreeh and evetreeh lies) when SPARTACUS is on (netradiationmethod 1001, 1002 or 1003). When inconsistencies are detected, emit a ACTION NEEDED error with details of the offending values and site.
