minLength and maxLength changes

1. originalPlantedDate and finalPlantedDate minLength & maxLength in agriculturalProductionPlan.json should be 10 to match prior standards.
2. organicPracticeTypeCode maxLength in agriculturalProductionPlan.json should be 2 to match prior standards.
