Accessibility - Bookmark Screen - When Page are Only has Steps There is No Heading

While testing another issue, I noticed no heading level two (h2) for the items that only have Steps text.

Also, I would expect any Steps with Topics text under it to be part of the heading level two (h2) and not only the Steps text along with all the text being a link.

This is function that, only bookmarked item is clickable. When step header is bookmarked it treated as clickable item that why it is h2 and blue color.
The Black color item display only step header and not clickable.
If required we can display repetitive step for parent step (in Black and Blue color).

As of now, the updates we talked about in the meeting last week for this issue are not in this version.
