Accessibility - Main - VoiceOver Skips Items when Reading One Item at a Time

Why when reading continuously does VoiceOver tells me there is the alphabetic table index and then goes from there to "Current Location", "National", "Metro Area", etc. But when I flick from one item to the next, it goes from alphabetic table index to the first location (Abilene, TX) and skips the "Current Location", "National", and "Metro Area" items?

Unable to find a fix. The Table View is controlling the focus of the navigation. OCIO will look into it for the next release.

Looking at the latest update to the BLS Local Data and the previous problem still exists.

Have been unable to fix. Have seen similar behavior in apple's apps. Unable to change order within tableview
