Cloud storage file size limit

Add a file size limit in the PostObject method of api/controllers/storage.go for cloud storage.

Each project can set its own smaller specific limits but we should have one higher backup limit for all files. This will require some research to choose a reasonable limit and then implementing it.

We had finished the task; however, we got occupied with midterms as we were figuring out how to run the code to test it. I shall upload the work for both of us as soon as possible.
