Consider migrating to `uv` instead of `poetry` for Python dependency management

• Seems a bit more forward-looking as far as integration with tools outside of Python (e.g., Docker)
• Might be the "best of the bunch" for modern Python packaging tools

There isn't really need for a switch at the current moment but we should keep an eye on it...

Recent speed issues with Poetry in Docker builds have added to my interest in switching.

I actually used UV for the first time last week in UW-Macrostrat/elevation-tiler#1. First impressions were positive. Maybe we should try it out here? We might want to do it for a single service first, rather than the entire repo at once.
