This integrates foreign key migrations for the
macrostratschema with the new schema system (#241). We merge in all constraints, marking some asNOT VALIDwhere they cannot be applied due to non-conforming data. These fixes have been applied to the development schema.This goes part of the way to solving #228, although we still need to ensure that there is no data loss for these tables in production.
