Setup should be able to add non-NickServ supported people #411
Description
During set-up, we have enough information to connect to the target irc server and add a userip.list entry for them. This saves having to have working NickServ, at least initially.
userip.list support is enabled by default, enabled by the presence of the file. The comments in the source about relative paths assume Eclipse, so make no sense.
Also, the feature is, as far as I'm aware, entirely undocumented.
