Allow disabling karma per channel / person / topic

i.e. no karma for "notepad", "c", etc. moved to settings; ignore other bots / etc. and no karma in certain channels at all.  Not just suppressed output.  No karma at all.  Or, even better, make it dekarma the person who did it for failing.
