Dark and light mode for MCC

Background

This is a very low priority task. Currently, our MCC website is in light mode and there is a lot of white space. It would be nice to have an option of switch light/dark mode.

Requirements

• Implement a button in the header that toggles light and dark mode
• Have the changes take effect on all pages without needing to reload
• Test to make sure other UI aspects still work properly and are properly visible
