Refactor ARO user endpoints

Background

The current ARO user endpoints are using the old data wrappers. Refactor them to use the new wrappers (see wrappers.py and #591 )

Requirements

Describe the requirements that this feature must meet.

• Delete update user endpoint (update functionality TBD)
• Refactor get_all, create, and delete endpoints
• Create get_by_id endpoint
• Write pytests for refactored endpoints
