[Bug]: Foundry timestamp

Describe the bug

Foundry now also includes milliseconds in their timestamp, which messes with the timestamps in the markdown deployment logs.

Expected Behavior

To fix, update forge-chronicles to use milliseconds as well, update the json files to milliseconds where appropriate
