Widen python version support #6266

Is your feature request related to a problem? Please describe.
It would be useful if the supported versions of python was wider, particularly by supporting newer python versions.
In my project we are lower-bounded by some other issues and upper bounded by mlagents-envs restricting us to a single python version which could cause problems in the future.
Describe the solution you'd like
I'd like the upper limit on python versions to be widened or a description of why the limit is where is currently is and what would be needed to expand it. I don't mind doing the work myself but I'd rather not just wing it.
