Fixes: #2467 by adding
OCRMode.NONEwith a value of"none"(I think this is clearer and easier to type thanno_ocrbut you may have other opinions!)Note that this does not permit
infer_table_structureto work without OCR as that is considerably more complicated. I have a pretty good idea how to do it but I think it should be a separate PR.
