Feature request: Allow the creation storage resource based off a public template

I have no interest in packer. I run everything in docker containers. I just want a basic stable image to boot with, provided by the cloud provider.
I also have no interest in using the web console. I want to do everything through terraform, that way it is versioned and in source control.

There should be a way to have the template on a server resource create the storage as a specific storage resource in terraform, or alternatively, to have there be a way to base a storage resource on a template.
