fix-broken-datasets endpoint should handle install-meta failures too

The /fix-broken endpoint only sets install-data to ready-for-reinstall. it should do the same for install-meta if that failed.

As it is now install-meta failure requires manual changes in the app db.

This is low priority until we get hassled by its absence.
