vdi ud diy: stable dataset identifiers

stable identifiers (for URLs or dataset IDs included in publications) are possible if we offer version control for the data 

the new IDs are based on the original ID with an incrementing version number as a suffix. requesting the original ID (and all subsequent revision IDs) from VDI will redirect to the newest revision
