Missing Library

The pyIPCMI submodule/directory seems to be missing in lib/, so the config scripts fail

Thanks, for pointing this out.

The old scripting based on pyIPCMI will be completely removed and replaced.
For simulation, all scripting is based on OSVVM's *.pro files.

We also need to rewrite the whole documentation to remove all traces of pyIPCMI.
