Solution updater should terminate when candidates converge to value and stale for P iteration

Description

As solution updater works on population algorithm (but can works for other type as well) I would like to have an option to terminate updater when P times population do not reach any solution improvements

Acceptance Criteria

• User can specify the P value - stale iteration without solution improvements
• Solution updater should terminate after reaching P iteration

The time limit should be applied on single simulation in my opinion, that's we'll have control over optimization time. So answering your question, solution updater should not have any time limitation (at least in next couple of iterations)
