Insiders is not opening at all in windows 11

Describe the bug
Double clicking the vscodium-insider.exe does not open the app in the latest release 1.109.974

Please confirm that this problem is VSCodium-specific

• [ x ] This bug doesn't happen if I use Microsoft's Visual Studio Code. It only happens in VSCodium.

Please confirm that the issue/resolution isn't already documented

To Reproduce
Steps to reproduce the behavior:

1. Click on the icon and does nothing. No window no process in task manager. nothing
2. I tried with the portable version and created a debug.log. This file had this contents
3. [0217/100509.083:ERROR:base\i18n\icu_util.cc:223] Invalid file descriptor to ICU data received.
4. Scroll down to '....'
5. See error
   Expected behavior
   Application should launch

• OS: Win 11
• Architecture x64
• Version: 25H2
• App Manager: choco and manual
• Sandboxed: no

Additional context
This happens in the insider only with the lates update to 1.109.974 previously it was working perfectly

Yes, it's a broken build due to versioned bundle testing. (cf comment in https://github.com/VSCodium/vscodium-insiders/releases/tag/1.109.00974-insider)

Maybe I should have generated a fixed version... a 1.110 should be out soon.
