Is this still project active for D8? composer install is missing the entire sites/default directory

I have been using varbase and tinkering with it fine then I wanted to try this one and the composer install is bonked for me.

composer create-project vardot/uber_publisher-project:8.6.x-dev /var/www/rotary --stability dev --no-interaction
is missing the entire sites/default structure
