requirements not showing when pressing shift

I have specified a certain requirements to a entire mod and specific requirements to some high tier items in the same mod. and i shows but in some mods the requirement doesn't show only the warning shows when trying to use a item when the skill is to low

I'm on forge 14.23.1.2589

Here it doesnt
used this syntax like this for an entire mod: environmentaltech=gathering|15,building|15
