Missing variable declaration lines for some variables

Describe the bug
Some HLIL variables do not have definitions but are still used.

To Reproduce
Steps to reproduce the behavior:

1. Open the attachment
2. Go to 0x04003cc HLIL view

Expected behavior
I expect to see a definition line for arg_428 and arg_28 before they are used.
