Fabric API development environment support

The new versions of Fabric API re-add the `minecraft:test_argument` and `minecraft:test_class` argument types (which are normally disabled in prod in vanilla).
This makes it impossible to test in a Fabric development environment with Velocity, as CrossStitch doesn't wrap the new argument types.
