feature: add Helm chart for log replication

At the moment, we have victoria-logs-collector chart for collecting Kubernetes logs and replicating them to the specified remoteWrite endpoints, which is deployed as a DaemonSet.

We need to have a separate chart for collecting logs using the supported protocols and replicating them to the specified remoteWrite targets.

The chart should be minimalistic in configuration and inspired by the API of the victoria-logs-collector chart.
