Add fetching at regular intervals

So that the user doesn't need to reload the page if he changes something at another page.

P.S. Doesn't sound easy to implement, but it's kinda necessary, innit?

I've found the exact options on RTK api which need to be set to true so that it happens, they are 'refetchOnFocus' and 'refetchOnReconnect'. But it causes the loader to reapper. I need to somehow make it less skippy so that it works without stutters.
