Look into using Wikidata Toolkit for working with dumps

Scholia currently queries the Wikidata Query Service, which currently relies on Blazegraph, which is suspected to fail within the next few years, as per

One option to address this would be by querying Wikidata dumps, and the Wikidata Toolkit can do that.
