Ensure the Reload button is there even if we get a rate limit error

Describe the bug

I am getting occasional cases where I am running into a rate limit. Then, the Reload button does not appear.

To Reproduce

Steps to reproduce the behavior:

1. Go to aspect landing pages like https://scholia.toolforge.org/organization/
2. Rapidly click the links on the page to open new tabs or windows
3. Inspect these new tabs or windows
4. Some of them (especially later ones) may well show the rate limit error, and no Reload button is present

Expected behavior

Reload button is there even if we get a rate limit error
