Set up a QLever-based SPARQL endpoint for Wikidata on Wikimedia premises #2757

Description

@Daniel-Mietchen

Scholia has been running on Wikimedia servers (currently Toolforge) for a decade. As Scholia is transitioning to a QLever-based setup (cf. #2756 ), it is currently being developed with the help of QLever-based SPARQL endpoints hosted at the universities of Freiburg and Aachen, but once the mechanics of Scholia-QLever integration have been worked out, it would be useful to have a QLever-based SPARQL endpoint for Wikidata hosted on Wikimedia premises, be it on Toolforge (like the current Scholia setup) or on Wikimedia Cloud services (as per this Phabricator ticket).
