Define WebDriver extension commands for test automation

As requested in web-platform-tests/wpt#15753 this specification should define WebDriver extension commands that can be used to automate tests for this feature in a platform-agnostic way.

The Generic Sensors API has [a recent example](https://w3c.github.io/sensors/#automation) for how to define this kind of automation.
