Allow each portal instance to specify main curriculum subjects

Right now, the curriculum subjects are hard-coded in the following areas:

1. Main Homepage, listing of public projects that users can preview
2. Project Library
3. Authoring tool, where user selects curriculum subject for the project.

The selection of curriculum subjects is hardcoded right now. We should make this into a configurable setting in properties file.
