Up/down arrow navigation

Is there a way of changing the behaviour of the up/down arrow keys for moving between cells? Even with the cursor in the top line, it can take multiple presses of the up arrow to move to the cell above. Specifically, it requires double presses to move out of a cell with the cursor already at the top left position. Is there a reason for this behaviour? Are there better ways of navigating between cells with the keyboard?

In theory it should take 2 presses (otherwise it is a bug): first goes in between cells (by pressing Enter or right arrow you can create an input cell between 2 cells), and the second one goes to the next/previous cell.
